Right to Education Act (R.T.E.) which was passed by Indian Govt. in 2010 with an aim to provide free education to socially and economically disadvantaged sections of the society by reserving 25% seats for them in all Private Schools, has since become a tool in the hands of fraudsters and turned into a large scale scam throughout India specially with Nursery Class Admissions (also called LKG).
We are not just talking about fake documents like EWS Income Certificates which when you verify with the concerned Tehsildar Office/ Govt. Department, would turn out not to be issued by them in the first place… but rather those Income Certificates also which are issued by the Department but after false declaration of Income by these RTE Applicants. Because of the lack of checks and verification at Govt. Department’s end which issues these Income Certificates, it is very easy for fraudsters to get these made by simply making a false declaration of income through affidavit.
Though the parents making RTE Application know that it is a criminal offence to lie through affidavit to Govt., they still do so because they know no one will investigate their actual income… at least not the schools.
In one such example our team has recently exposed a case wherein one RTE applicant had declared his annual income to be 90,000 Rs. and gotten Income Certificate of the same done from Tehsildar Office. With this he made application to renowned school in NCR and almost made it through. Upon check of his Income by our team discreetly, it was found that his income was actually close to 3 Crore Rs. annually as per Income Tax Returns filed by him and his TDS/26AS Statement showed much higher earnings. He was also found to have multiple bank accounts and owned a successful clothing line business.
Such cases are not one off and increasing every year… in fact, as per news reports, it is now a large scale scam and there are touts who arrange all fake paperwork for parents for their ward’s admission. This not only deprives deserving students from Economically Weaker Section of the seats which would have otherwise gone to them, schools have to bear significant financial loss as well.
